One starts from bare framing. The other starts from whatever is already up there.
New installation means roofing a structure that has no roof covering yet: new construction, an addition, a garage or shop being finished. There is no tear-off, no disposal, and no mystery about the deck because the deck goes on in front of you.
Replacement, sometimes called re-roofing, means removing the existing covering and installing a new one on the existing structure. That brings a tear-off, disposal, and one genuine unknown: what condition the sheathing is in underneath.
